In April, Dreams for Change proudly celebrated two major milestones: the Grand Opening of the City of Oceanside’s very first Safe Parking Program and our 15th anniversary of pioneering Safe Parking services in San Diego and beyond.
The Ribbon Cutting event, held April 29th, marked more than the opening of a site, it marked the opening of opportunity, dignity, and hope for some of Oceanside’s most vulnerable neighbors. Local leaders, community partners, and supporters gathered to witness the launch of a program built on a simple but powerful philosophy. Every individual deserves a safe place to rest and a pathway back to stability.
Fifteen years ago, Dreams for Change opened the very first Safe Parking Program in San Diego. At that time, vehicle homelessness was often invisible and misunderstood. Our organization stepped forward to recognize an emerging crisis: hardworking families, older adults on fixed incomes, and first-time homeless individuals were quietly living in their cars, trying to stay afloat.
Since then, Dreams For Change’s Safe Parking has evolved into a best-practice model that is replicated across the country, and today it is more important than ever. The Oceanside program reflects this evolution. It provides not just a safe place to park overnight, but access to case management, housing navigation, workforce development, and essential services, all while respecting participant autonomy and personal dignity.
At the Oceanside site, we are seeing the very communities we set out to serve 15 years ago:
- Working families juggling jobs while struggling to afford skyrocketing housing costs.
- Fixed-income seniors and older vulnerable adults pushed out of stable housing by rising rents.
- First-time homeless individuals who never imagined they would need help but are facing hardship with resilience and strength.
Our participants are not defined by their circumstances. They are defined by their determination to rebuild, and Dreams for Change is honored to stand alongside them.
As we celebrate this new chapter in Oceanside, we also honor the journey that brought us here. For 15 years, Dreams for Change has been committed to innovation, compassion, and action. This Grand Opening is a reminder that change doesn’t happen overnight, but it does happen when a community comes together with vision and heart.
